Under the direction of the Proposal Manager, the Proposal Writer creatively presents complex approaches in written proposals for federal government agencies. Will play a vital role in writing technical, management, transition, past performance, and resume sections for proposals. Assignments may range from producing discrete subsections to writing and leading a complete proposal volume. The Proposal Writer performs a variety of research, support, and computer-related tasks that involve daily deadlines. This person must ensure all compliance and regulatory restrictions are met. This position maintains high quality standards despite pressing deadlines; always striving to do work right the first time.

Prepares proposals by determining concept, gathering and formatting information, writing drafts, and obtaining approvals

Proposal support in areas to include past performance resumes, creating new content, and tailoring existing information to meet RFP requirements.

Meets proposal deadline and target dates for information gathering, writing, review, approval, and transmittal

Analyze government RFIs, RFQs, and RFPs to determine proposal requirements

Work with proposal team and leadership to develop proposal strategy and write compliant, winning proposals

Document strategies including features, benefits, risks, mitigations, themes, and discriminators

Perform market research to gather customer information and competitive intelligence.

Conduct compliance reviews, identify gaps, and collaborate to enhance content

Ensure win themes and messaging is consistent and prominent throughout the proposal

Interview technical subject matter experts and develop written narrative from these interviews

Help develop a content library to organize past performance, technical solution, and other boilerplate proposal text

Assist with performing advance preparation prior to release of RFP/RFQ

Prepare and maintain necessary proposal development documentation (e.g., compliance matrix, competitor analysis, writing templates)

Perform additional technical writing and marketing tasks as assigned

Performs other duties as assigned

  • Bachelor’s degree in relevant field required. Business, Economics, and/or other degrees that demonstrate analytic capacity are preferred.
  • Interest in the business industry and business development strategies with a desire to partake in the growth and management of a Federal contractor
  • Superior verbal and written communication skills
  • High-quality interpersonal skills and ability to develop rapport and professional relationships with a wide range of people
  • Willingness to work in a fast-paced environment with high volumes of work duties
  • Proficiency with industry software, including Microsoft Word, Excel, PowerPoint, Outlook, and other Office programs
  • Excellent organizational and time management skills
  • Experience with business development resources (to include Federal Business Opportunities, GovWin IQ, GSA e-Buy, FPDS, etc.) a plus
  • Experience with CRM tools and strategies a plus
  • Experience with creating professional graphics a plus
