This position reports to the VP of Finance and Controller.  The payroll and Equity Administration Director will drive the development, management, implementation and administration of our global payroll function and stock administrative function.  The ideal candidate is experienced in leading and growing a global payroll operation and is passionate about developing innovative payroll processes.  This position will foster relationships with various internal stakeholders by establishing and maintaining exceptional business relationships and working collaboratively with organizational teams i.e. HR, Tax and legal.  The ideal candidate is a hands-on manager, who has a strong working knowledge of U.S. payroll laws and fundamental understanding of international payroll laws and taxes in Europe and Asia.   

Specific Job Description:

  • Supervise and provide guidance and leadership to the payroll manager and stock administrator.  Operate as the subject matter expert of the team and escalation point to resolve issues.
  • Review and approve the U.S. bi-weekly payroll for both hourly and salary employees.  Review and approve international payroll monthly.
  • Ensure that payroll is paid in compliance with all Federal and State tax and labor law requirements. Maintain a complete understanding of all federal/state wage and hour laws related to Velodyne payroll including garnishments, benefits, leave of absence, 401k, FSA and taxes
  • Develop and nurture relationships with key internal and external stakeholders such as HR, Tax, and Legal. Support HR and legal in 401(k), worker’s compensation audit.
  • Partner with HR and legal counsel to ensure all new hires and payroll related changes are adequately accounted for in the payroll system and the supporting documents are collected.
  • Establish procedures and ensure that all payroll financial postings Review and approve payroll related journal entries and reconciliations.  Document and update the payroll procedures.  Support external financial audit.
  • Work with stock administrator and third-party service providers to process transaction in compliance with current US and International rules and regulations, SOX controls and governing stock plan documents.
  • Partner with Finance, Legal, and HR to generate and review equity reports to support timely SEC filings including Form 10-Q, 10-K, and Proxy statements; and ad-hoc reports.
  • Conduct monthly, quarterly, and annual reconciliations of all equity-related transactions, including share usage, shares remaining and payroll reporting.
  • Assist in the coordination of executive trading plans (10b5-1)
  • Develop and / or maintain training materials and resources to support employee understanding of all equity awards available for employees under the equity plans (options, restricted stock units and ESPP)
  • Collaborate with FP&A and Human Resources teams to develop appropriate and feasible equity compensation grant forecasts including new hire, annual, performance-based, promotion-based, and other types of equity grant issuances
  • Research and understand the applicability of a new rules, tax code or relevant legislation pertaining to payroll or stock option programs.

Preferred Education and Experience Requirements: 

  • Bachelor’s degree and 8+ years of payroll experience at a high-growth tech company
  • At least five years of managerial experiences.
  • Strong people/leadership skills required.
  • CPP (Certified Payroll Professional) is a must and CPE (Certified Equity Professional) preferred.
  • Stock Administrative (Equity Edge) experience preferred
  • Experience running payroll for 500+ employees in different U.S. States.
  • Strong know-how of accounting, legal, and tax implications or equity transactions is required
  • Ability to multitask, prioritize and meet time sensitive deadlines.
  • Expert knowledge of multi-state payroll, payroll tax rules and regulations in the US.
